Comprehensive School Reform (CSR) Formative Evaluation Database (CSRFED)

Because funding for program evaluation is often a challenge for schools, SERVE designed and field-tested several formative evaluation instruments that may be used by schools to conduct self-assessments of their Comprehensive School Reform (CSR) programs. The three sets of instruments, including surveys, interview questions, and focus group questions, were designed by SERVE to collect information about the knowledge and involvement of participants in implementing an effective CSR model. The instruments have been aligned to the indicators of the 11 components of CSR and have gone through rigorous external review prior to the field test. Feedback about these instruments was collected from the field-test schools and used to modify and refine the instruments now available.



The CSR Formative Evaluation Database (CSRFED) is a collection of easily accessible instruments available at no cost. Specifically, the CSRFED provides schools with (a) a series of instruments (questionnaires and focus group and interview protocols) for various stakeholder groups (students, parents, teachers, and administrators) and (b) instructions for instrument implementation, including suggestions to maximize response rates and helpful tips for conducting focus groups, interviews, and surveys. Schools are responsible for analyzing results of instruments or hiring an external evaluator to do so.
