McKinney-Vento Homeless Assistance Act McKinney-Vento is the primary piece of federal legislation dealing with the education of children and youth experiencing homelessness in U.S. public schools. It was reauthorized as Title X, Part C, of the No Child Left Behind Act in January 2002.McKinney-Vento Definition of Homelessness (legislative excerpt) 34 CFR Part 200 34 CFR 200.6, issued July 5, 2002, discusses the inclusion of homeless students in state academic assessment, reporting, and accountability systems. U.S. Department of Education Guidance The U.S. Department of Education periodically issues policy guidance to address common questions that have arisen regarding the interpretation or implementation of federal education law. The Department issued updated guidance for the Education of Homeless Children and Youth program (EHCY) in July 2004. U.S. Department of Education Enrollment Guidelines This March 8, 2002, notice in the Federal Register lists the guidelines for State and Local Educational Agencies (SEAs and LEAs) for the enrollment of homeless children and youth in U.S. public schools. |
