This report explores collaborative efforts of schools and social service agencies working with homeless children and families. The report identifies frequently encountered barriers and successful strategies to overcome them. It examines specific programs and practices that could be adapted effectively for use in similar settings by school-level educators, local homeless liaisons, state homeless coordinators, social service workers, and other personnel who work in any capacity with homeless students.
Connecting Schools and Displaced Students Handbook Series
This handbook series explains how the McKinney-Vento Homeless Assistance

Increasing School Stability for Students Experiencing
Homelessness: Overcoming Challenges to Providing Transportation to
the School of Origin
This monograph reviews the provisions of the McKinney-Vento Homeless
Assistance Act as related to the provision of transportation to the
school of origin, and provides recommendations for implementing the
transportation mandate. Recommendations are based on interviews with
local homeless education liaisons and pupil transportation directors
from eight school districts across the country. Sample district policies
and documents are included.
The Local Homeless Education Liaison Toolkit is a comprehensive
resource that will assist both new and veteran local liaisons in
carrying out
their responsibilities. The Toolkit, updated in 2007, contains
over 250 pages of the most useful and current information on supporting

McKinney-Vento Data Standards and Indicators
Guidebook
This NCHE guidebook will assist McKinney-Vento programs with the collection and reporting of outcome data. It will help program staff become familiar with the current set of McKinney-Vento standards and indicators, understand the purposes of these standards and indicators, assess the strengths and challenges associated with the collection of data on each of the standards, and develop strategies for implementing the standards and indicators at the program level.
McKinney-Vento Data Standards and Indicators - 2006 Revisions
This NCHE resource provides an updated version of the original five Standards and Indicators for
Quality McKinney-Vento Programs developed in 2000. Reflecting provisions in the
reauthorized McKinney-Vento Act and five years of effective practice, the revision
includes 10 standards and proposed indicators that are comprehensive and quantifiable.
Also included is a guide for developing program benchmarks.
Reading on the Go!
Reading on the Go! is a two-volume project that explores reading
instruction for students experiencing high mobility as a result
of high
poverty.
Reading on the Go! (Vol 1): Students Who Are Highly Mobile
and Reading Instruction, reviews the characteristics of highly mobile students
and provides a literature review of reading instruction, with a focus on the
research on reading and high poverty in an effort to help practitioners better
understand the needs of highly mobile students and inform their selection and
structure of programs by making research-based decisions.
Reading on the Go! (Vol 2) A Handbook of Resources discusses
the
implementation of reading programs. Volume 2 is based on the literature reviewed
in
Volume
1
but
was
also shaped
by the voice
of practitioners captured through focus
groups and site visits. Volume 2 focuses on supplemental instruction and children
experiencing homelessness in preschool and elementary grades.
This document is designed to assist State Coordinators for Homeless Education in the development and
implementation of an effective monitoring process that includes all Local Educational Agencies (LEAs),
those with and without McKinney-Vento subgrants. Based on the experiences of veteran State
Coordinators and others with information to share about the monitoring process, this handbook discusses
challenges and strategies related to monitoring LEAs for compliance with the legislative requirements of
the McKinney-Vento Homeless Assistance Act. State Coordinators will also find sample tools for use in
developing, adapting, and customizing their own monitoring process.

The State Coordinator's Handbook for Supporting
Local Homeless Education Liaisons is a useful tool to assist
State Coordinators for Homeless Education in implementing the McKinney-Vento
Homeless Assistance Act in their state. The Handbook provides
information and strategies compiled from State Coordinators across
the country for identifying local liaisons (as required by federal
law), training liaisons in their role, and maintaining ongoing communication
with liaisons. The handbook, developed by NCHE in collaboration with
the College of William and Mary, is intended to be a companion document
to the Local Homeless Education Liaison Toolkit. It also

Students on the Move: Reaching and Teaching
Highly Mobile Children and Youth
This handbook, a joint publication of the National
Center for Homeless Education (NCHE) and the ERIC Clearinghouse on
Urban Education, synthesizes research on
the
education
of various subpopulations of students who tend to be highly mobile
and explores commonalities and differences among these groups. Subpopulations
explored include migratory children and youth, children and youth
experiencing homelessness, children of military families, and students
experiencing mobility on a global scale.
Unaccompanied and Homeless Youth Review of Literature (1995-2005)
This review is based on literature published between 1995 and
2005 on issues concerning unaccompanied youth experiencing homelessness.
It provides an overview of the challenges these young people face
and includes research about why they leave their homes, how they live
after leaving, and what interventions are being used to assist them.
